What is The Shill-Bid Monitoring System? Where will i find it in the admin panel?

This feature is in User Management / Shill-Bidding Monitor of the admin panel - the feature allows an admin to track the auction progress - who is who and how a buyer is related to a seller - all in real-time!!!! - if they are the same then the shill-bidding is in pogress - see the illustrations below -
