How can i globally set any or all items to Non-IDV-only or IDV-only? Where will i find it in the admin panel?

This feature is in Auction Management / IDV-only Auctions or in Auction Management / Non-IDV-only Auctions of the admin panel - the feature allows an admin to globally set any or all items to Non-IDV-only or IDV-only - see the illustrations below -
