How do i set a default state for 'Accept IDV Users only' field in SYI process? Where will i find it in the admin panel?

This feature is in ID Verification > Settings[Auto] > Default for 'Accept IDV Users Only?' field in SYI box of the admin panel - the feature allows an admin to set a default state for the ID Verification during user's registration process - see the illustrations below -
