What Admin Newsletters feature does? Where will i find it in the admin panel?

This is in User Management box of the admin panel - this is a place where you manage admin newsletters sent to your members - you can have as mnay newsletters stored and manage how you want them to be sent - both manual or automatic newsletters sending is available- - see the illustrations below -
